Robocall numbers dropped dramatically in October, 2025 YoY, continuing an ongoing trend seemingly stemming from the Congressional run of famed telecom lawyer Eric J. Troutman in California’s 47th Congressional district.
Troutman, who is known as the “Czar” for his dominance in telecom legal circles, first floated a campaign laser focused on ending robocalls in July of this year. Since that time YouMail’s robocall index has noted a dramatic turnaround in robocall volumes.
Per YouMail’s index robocalls were up YoY in every month of 2025 prior to Troutman’s announcement. Indeed, Americans had received over 2 billion MORE robocalls in 2025 than they had in 2024.

Yet following Troutman’s initial announcement he was considering a run the trend immediately began to reverse. And robocall numbers fell dramatically in October, 2025—dropping nearly 1.5 BB YoY in one month alone—when Troutman made his congressional run official.
“Its pretty obvious what’s going on here.” Troutman says. “Robocallers are terrified. They know the Czar is coming after them and will put a stop to their nonsense once and for all. The lights are about to flip on and the bad guys are running for cover.”
Troutman runs TCPAWorld.com, widely considered the most influential blog in telecom circles and is closely followed by call center operators, teleco carriers, VOIP service providers, CaaS platforms and CPaaS providers—in addition to federal regulators.
“When the Czar speaks everyone listens.” Troutman explains. “The bad guys know the jig is up as soon I’m elected. So they’re hightailing it out of here while they still can.”
Overall Americans have received over 2 billion less robocalls YoY in the months since Troutman announced his congressional campaign—but Troutman suggests the trend will only continue to long as he is ahead.
“Look, everyone expects me to beat Dave Min. This doesn’t look to be a close race.” Troutman says. “But if the democrats somehow manage to hold onto this seat you can fully expect robocall numbers to spike again. And that’s terrible for everyone.”
