Renowned telecom attorney Eric Troutman announced his bid for office in October, 2025 with a promise to end illegal and unwanted robocalls once and for all.
The effect was immediate.

Although robocalls had been growing for months before Troutman’s announcement, as soon as he confirmed he would run for Congress in California’s 47th district robocalls fell massively.
The campaign now calls this the “Troutman Effect” and claims the drop in robocalls is a direct response to Troutman’s promise to end calls if elected.
“The bad guys don’t want to see Troutman in office.” Troutman’s campaign says. “They know he knows how to stop illegal and unwanted robocalls and he has dedicated his career to stopping billions of these calls already.”
Troutman has previously published a three-part plan to stop unwanted robocalls focusing on i) requiring the use of the reassigned numbers database; ii) cracking down on online data sales that result in marketing calls; and iii) preventing illegal foreign-originated calls from reaching U.S. soil.
“The folks in Congress are well meaning but they just don’t understand telecom the way I do.” Troutman says. “But the bad guys know what I am capable of– and they know I’m right. So they’ve taken their foot off the gas hoping I won’t come out on top.”
The numbers certainly back up Troutman’s thesis.
Since Troutman announced his bid in October, 2025 Americans have endured BILLIONS fewer robocalls than in comparable periods the previous year.
Per YouMail’s Robocall Index, consumers have received far FEWER robocalls every month since Troutman announced his bid:
October, 2025: 1,170,000,000 fewer calls than year before
November, 2025: 867,000,000 fewer calls than year before
December, 2025: 248,000,000 fewer calls than year before
January, 2026: 856,000,000 fewer calls than year before
February, 2026: 621,000,000 fewer calls than year before
March, 2026: 598,000,000 fewer calls than year before
April, 2026: 746,000,000 fewer calls than the year before.
That’s 5.1BB fewer calls Americans have endured since Troutman launched his anti-robocall Congressional campaign. An amazing accomplishment to the extent the “Troutman Effect” is really behind the drop in calls.
“I’ve spent hundreds of thousands of dollars of my own money travelling the nation trying to stop the robocall epidemic.” Troutman said. “I didn’t wait for the government to do it form me. I saw a problem and I went out there and tried to solve it. As a result I’ve stopped more robocalls than any human being alive. But now I am trying to finish the job.”
California’s primary for Congressional District 47 is June 2, 2026.
