2025 POWER RANKINGS ARE HERE!!!: Who Are the Top 10 TCPA Plaintiff’s Lawyers Out There? Find Out Now

So I am a little behind on the Plaintiff Attorney Power Rankings this year but this list is well-worth the wait!

Just a massive increase in TCPA litigation over the last 365 days as 2025 is shaping up to be the busiest year in the history of the TCPA in terms of TCPA class action litigation.

And I suppose that is no surprise. The lawyers on this list are among the highest paid in the world. Incredibly sophisticated and well funded any one of them is a legitimate threat to go all the way.

Indeed the top lawyers on this list are clearing well north of 7 figures a month. And with that sort of money involved TCPA class actions are like any other business– these people are strategic and they’re looking to scale their practices.

And with the regulatory risk evaporating under the new administration these sharks are filling the TCPAWorld waters and cramming into courthouses across the nation.

For those who are new to the rankings, these are not objective in any true sense of the word. They are simply my general sense of which lawyers are the most dangerous TODAY in light of everything I know about them–i.e. their capabilities, drive, knowhow, focus and volume of filings. Most of these lawyers I have litigated against for years–and in many cases I have handled dozens of cases against them. So my rankings hold tremendous weight–even if they are less than scientific.

So buckle up and enjoy everybody. Without further adieu… here are your 2025 rankings of the most dangerous TCPA plaintiff’s lawyers on the planet!

Dropped from listings: Lieff Cabraser and Bursor and Fisher. Just didn’t see enough from these guys in 2024 to justify keeping them in the rankings.

10. The crew at Shamis & Gentile

For a long time these folks have been lurking just outside the top 10 and I have to say I have been impressed with them in 2024.

These guys are by and large still a bit young, inexperienced and–therefore–overly aggressive. They sometimes stumble into traps of their own creation and are not quite at the “elite” level. But they have staying power and a certain intensity that has to be respected.

As they develop more experience (and a big bankroll) they have become far more dangerous adversaries and they have started to turn potential into results. These guys are definitely on the upswing and are now legitimate threats to take cases all the way.

9. Adrian Bacon, Law Office of Todd Friedman

Another firm that has been lurking on the periphery for years and is finally deserving of a ranking.

Adrian knows his stuff. He is incredibly bright but he was overly focused on ATDS cases for years after Facebook. That focus resulted in a couple of lost years where wins were hard to come by.

Plus Todd’s shop is not quite the volume player it has been in the past.

But 2024 saw a turn around and a few wins and with momentum on their side I expect to see big things (fortunately or unfortunately) out of these guys this year. A class action with Bacon on it no treat.

8. Jay EdelsonEdelson PC

Slipping down another slot this year is the boogey man himself.

Just like last year Jay is the most dangerous lawyer on this list in a vacuum. He has a MASSIVE legal operation and is taking down scumbag celebrity lawyers and the companies that may have started the LA wildfires. Yet in the context of the TCPA he may actually be a bit overrated coming in at number 8.

Why?

he just doesn’t bring TCPA cases anymore– which is a VERY good thing for TCPAWorld defendants. When Jay strike he tends to shred. Just ask the now-bankrupt Visalus.

The guy has about 50 lawyers at his shop now and helps state regulator to pursue claims that they (the government!) don’t have resource to bring. He is absolutely top drawer and his firm continues to do things no other plaintiff’s firm could dream of– but just not too much in the TCPA space right now (thank goodness.)

Still if there is one guy you do NOT want to see on a TCPA complaint it is Jay Edelson.

7. Dr. Evil and the guys at LawHQ

Dropping one slot this year are the guys over at LawHQ.

Talk about your ups and downs. LawHQ has seen some big wins in 2024–some very impressive wins, indeed– but also some downs.

They seem to be in a consolidation phase and I am not sure where they’re headed next.

Again, these are the folks using an anti-robocall app to bring in clients. But I am not sure that’s the most ethical way to get it done.  Plus the main guy–Tom Alvord– thinks he can scale the practice of law and bring in “millions” of clients to file TCPA suits.

6. Manny Hiraldo

Also down one this year is Manny Hiraldo. He seems to biding his time for something big as his filing volume dropped a bit.

Still he has been very impressive and delivered a few wins in 2024.

Waiting for a big ruling in a class certification battle between Hiraldo and the Czar for the fate of the TCPAWorld (truer than I would have it be.) I expect to prevail but the fact that it went this far really says something about Manny’s ability to push a case.

Be on the look out for this guy.

5. Keith Keogh, Keogh Law, LTD

Biggest jump of the year is Keith Keogh’s shop.

The guy is just a hell of a lawyer– as is his compadre Tim Sostrin.

Smart, calm, calculated, they just don’t seem to miss on legal positions they take. And their briefing is always outstanding.

Keith’s only problem is hubris. He’s been around so long and done so well he seemingly gets a bit lazy at times. But Tim never seems to. And when Keith is focused he is one of the finest litigators–and oral advocates– in the game.

No wonder he still holds the record for the highest-per-class member TCPA settlement of all time.  He is far too dangerous to be taken lightly–smart, calculating, and very experienced.  Do not take a filing by Keogh lightly.

4. Avi Kaufman, Kaufman, PA

Holding steady at number 4 is Avi Kaufman.

Avi has a huge 2022-23 but took his foot off the gas a little bit in 2024.

Still you should NEVER take a filing from Kaufman lightly. And yes he now summers in Lake Como or whatever but he remains a dangerous villain in TCPAWorld circles.

He is still out there filing a massive number of cases and aggressively pursuing them.

As I have said in years past “[d]on’t let his seeming lack of sophistication fool you. Kaufman PA is well funded, and Avi is a smart advocate.” Now, more than ever, take any filings from his office seriously.

3. Anthony ParonichParonich Law PC

Holding steady at number three for three years in a row, the “Wolf of TCPAWorld” the wolf has had another great year. And I really don’t have anything new to say about the guy as my take from last year remains dead on.

I can’t count all the money the guy has made this year as he is willing to take six figure individual wins with a quickness and pad his war chest while he pursue the big class victories he is known for. Safe to say, however, that he made millions again in 2024–just a matter of how many millions.

As I have said before Paronich has a well-earned reputation as a ruthless litigator and a shrewd negotiator. He somehow manages a large volume of cases with a relatively limited infrastructure while remaining a threat to “go all the way.”

The longer I litigate against him the more respect I gain for his strategic thinking. I used to think of him more as a brilliant tactition–and he is–but his long game vision has gotten much better as well.

Plus he is smart enough to know when he’s beat–which actually might be his most dangerous trait. He never gets hung up on bad cases or arguments. He simply goes limp and waits for the next one. Its actually rather impressive.

2. Abbas Kazerounain, Kazerouni Law Group

Down one to number 2, the “Godfather” of TCPA class actions continues to crush.

The more I think about it the more similar Abbas and Jay are in my mind. They are both brilliant complex litigators that like to swing for the fences. Jay is a few years ahead of Abbas and has a lot more lawyers but they actually have very similar scorched-earth litigation styles.

The big difference between Jay and Abbas– Abbas remain laser focused on bringing TCPA class action suits.

No surprise, perhaps. Abbas was one of the original architects of the entire concept of mass TCPA suits and he is an absolute TCPAWorld legend. And the fact that he’s a pretty good guy just makes it all that much harder to stomach his endless success.

The guy has over 20 lawyers working for him, a vast background in the space, a brilliant mind, a sharp wit, and a tenacity that cannot be overlooked.  Plus I hear he may be speaking at Law Conference of Champions III!

1. Mike GreenwaldGreenwald Davidson Radbil, PLLC

The return of Mr. Number One.

You know I struggled with whether or not to drop him last year to the number 2 slot. I eventually did and–wouldntyaknowit– he went off and had the biggest TCPA year in history.

According to his press release the guy had $55MM in TCPA settlements in just six months!

This includes his destruction of Citibank for over $29MM!

So much success, and all the guy does is bring wrong number TCPA Class action!

When you find something that works, stick with it!

There is just no better lawyer out there.

The guy is gifted in the true sense of the word. Super human intelligence– just like me. He’s more of a comic book villain than a real life lawyer. The one guy in the game that might be able to out think me head to head. I am telling you, he is that good.

Plus he seems to be spending slightly less time fishing recently. So… more trouble for TCPAWorld.

Basically if Greenwald comes after you, you’re generally in a ton of trouble. Unless WWE Raw is on.
